In a large bowl, mix together the onion, green pepper, red bell pepper and garlic. Place about 1 teaspoon of oil into a pan on medium-high flame. When the oil is hot enough add half of the samosa dough and flatten it out. Add about 2 tablespoons of filling to one half of the dough ball and fold it over (like you would fold an envelope). Fold again to make sure there are no gaps where stuffing might get in. Repeat this process with remaining dough and filling until all samosa have been folded over.
